Obama taps Krueger for economic post (AP)

WASHINGTON ? President Barack Obama has chosen labor economist Alan Krueger for a top administration post as the White House scrambles for solutions to boost a fragile economy with the 2012 election looming.

The White House said Monday that Obama is nominating Krueger to head the White House Council of Economic Advisers. If confirmed by the Senate, he would replace Austan Goolsbee, who left the administration earlier this month.

"Alan understands the difficult challenges our country faces, and I have confidence that he will help us meet those challenges as one of the leaders on my economic team," Obama said in a statement.

That team looks far different now than the one Obama first brought with him to the White House over three years ago. Advisers Larry Summers, Christina Romer and Goolsbee have now all departed, as Obama continues to struggle with perceptions the economy is stuck in low gear on his watch.

Treasury Secretary Timothy Geithner is the only remaining top official from Obama's original economics team. Last month, the Treasury Department announced that Geithner would stay on, ending speculation he would leave the administration.

Krueger spent the first two years of the Obama administration as an assistant Treasury secretary for economic policy. In 2010, he returned to Princeton University, where he has served on the faculty for more than 20 years.

While at Treasury, Krueger worked on the popular "Cash for Clunkers" program that gave people rebates for buying new, more fuel-efficient vehicles and the HIRE Act, which gave businesses tax incentives to give jobs to the unemployed.

Krueger is likely to become an important public face for the administration on the economy. Both Roemer and Goolsbee, Obama's two previous CEA chairs, were frequent spokesmen for the president, appearing on television and at White House events to promote the president's policies.

That role could be even more important in the coming months, as a host of would-be Republican successors travel around the country, campaigning hard for the GOP presidential nomination by focusing, in no small part, on Obama's handling of the economy.

The national unemployment rate remains at 9.1 percent and has shown little improvement over the past year, despite the more than $800 billion stimulus program that Obama got Congress to pass not long after he took office. The economy also has been on a dual track of slow growth and ballooning deficits, and Obama saw the nation's credit rating downgraded by Standard & Poor's earlier this year as he fought congressional Republicans for weeks for a program to slow the flow of red ink.

The White House and Republican congressional leaders ultimately agreed to a compromise deal to increase the government's borrowing authority in early August, on the cusp of default, but the S&P credit rating was lowered from AAA to AA+, nevertheless.

Obama took to the road for a series of town-hall style meetings just before he went on vacation, seeking to explain his efforts to promote economic growth and attack the stubborn high joblessness. He and his aides have suggested he'll bring forth a new jobs plan when Congress returns after the Labor Day recess.

Appearing Monday on MSNBC, Goolsbee said that "we're still in a pretty tough spot" on the economy.

"When you come out of a recession, especially one as deep as we were in, you can't just go back to do what you were doing before," he said. He said growth had picked up in 2010 but "this year we've taken some heavy blows."

He said that investing and focusing on the "industries of the future" are the kinds of policy directions the country needs to pursue.

Goolsbee said he doesn't think that bringing another stimulus program forward is necessarily a good idea, and maybe there should be some kind of tax incentives for companies to hire.

Goolsbee left the administration to return to the University of Chicago, but is expected to play an informal role in Obama's re-election campaign.

Krueger's appointment was first reported by the Wall Street Journal.

Iced-out diamond planet catches astronomers' eyes

If you thought Kim Kardashian's engagement ring was a ridiculous rock, you haven't seen the ludicrously large diamond planet, J1719-1438. Scientists at the Swinburne University of Technology in Melbourne recently spotted this celestial body that's so dense, it's believed to be crystalline carbon -- i.e. a ginormous diamond similar in size to Jupiter. Since the '60s, astrophysicists like Marc Kuchner have theorized that carbon-heavy stars can burn out, crystallize and form diamonds under the right pressure. Supporting the idea, a white dwarf star spotted in 1992, BPM 37093, had cooled and crystallized over the course of 12 years -- even copping the nickname "Lucy" after the Beatles jam. Although astronomers in Australia, Britain and Hawaii have all identified the newly spotted precious planet J1719-1438, they are still unsure if the crystallized carbon rock will be all sparkly mountains up close -- dashing the hopes and dreams of material girls everywhere.

Radicals suspected in Nigeria UN bombing

A car loaded with explosives crashed into the main United Nations' building in Nigeria's capital and exploded Friday, killing at least 18 people in one of the deadliest assaults on the international body in a decade.

A radical Muslim sect blamed for a series of attacks in the country claimed responsibility for the bombing, a major escalation of its sectarian fight against Nigeria's weak central government.

The brazen assault in a neighborhood surrounded by heavily fortified diplomatic posts represented the first suicide attack to target foreigners in oil-rich Nigeria, where people already live in fear of the radical Boko Haram sect. The group, which has reported links to al-Qaida, wants to implement a strict version of Shariah law in the nation and is vehemently opposed to Western education and culture.

While police officers and local officials have primarily borne the brunt of Boko Haram's rage, now everyone seems to be a target in a nation often divided by religion and ethnicity.

"It is an attack on the global community," said Viola Onwuliri, a junior Nigerian foreign minister, as she looked at the bomb site.

A sedan loaded with explosives crashed through two gates at the exit of the United Nations compound Friday morning as guards tried in vain to stop it, witnesses told The Associated Press. The suicide bomber inside drove the car through the glass front of the main reception area of the building and detonated the explosives, inflicting the most damage possible, a spokesman for the Nigerian National Emergency Management Agency said.

"I saw scattered bodies," said Michael Ofilaje, a UNICEF worker at the four-story building, which he said shook with the explosion. "Many people are dead."

At least 18 people died in the attack, according to an AP survey of morgues at four major Abuja hospitals. Nigerian Health Minister Mohammad Ali Pate made a public appeal for blood donations, saying there were at least 60 injured people alone at the nearby National Hospital.

The headquarters, known as U.N. House, had offices for about 400 employees working for 26 U.N. humanitarian and development agencies. Authorities worked Friday to account for everyone in the building at the time of the blast.

U.N. Secretary-General Ban Ki-moon called the car bombing "an assault on those who devote their lives to helping others."

"We condemn this terrible act, utterly," Ban told reporters at U.N. headquarters. "We do not yet have precise casualty figures but they are likely to be considerable. A number of people are dead; many more are wounded."

The U.N. Security Council condemned the attack in "the strongest possible terms" and characterized it as a "heinous crime," while U.N. General Assembly President Joseph Deiss called it "a great loss for the United Nations family."

Anthony Lake, Executive Director of the U.N. children's agency UNICEF, said it was a reminder of the courage of aid workers "who face similar dangers and who are doing so much for so many around the world."

Said Djinnit, the special representative of the U.N. secretary-general for West Africa, told the AP that he expects the casualties are mostly local staff.

The attack was one of the deadliest attacks on the United Nations in a decade. Seventeen U.N. civilian staff members were killed along with dozens of others in two terrorist car bombings that targeted U.N. and other premises in Algiers on Dec. 11, 2007. Friday's bombing also came just days after the U.N. marked the eighth anniversary of the Aug. 19, 2003 bombing of U.N. headquarters in Baghdad that killed 15 U.N. staff including top envoy Sergio Vieira de Mello and seven others.

The attack was also condemned by leaders around the world and members of the U.N. Security Council who individually deplored the targeting of the U.N. at an open meeting on U.N. peacekeeping.

U.S. President Barack Obama called the attack "horrific and cowardly" and expressed strong support for the U.N.'s work.

"The people who serve the United Nations do so with a simple purpose: to try to improve the lives of their neighbors and promote the values on which the U.N. was founded ? dignity, freedom, security, and peace," Obama said in a statement. "An attack on Nigerian and international public servants demonstrates the bankruptcy of the ideology that led to this heinous action."

The explosion punched a huge hole in the building, located in the same neighborhood as the U.S. embassy and other diplomatic posts in Abuja. Workers brought three large cranes to the site within hours of the attack, trying to pull away the concrete and rubble to find survivors. Others at the site stood around, stunned, as medical workers began carrying out what appeared to be the dead.

"This is getting out of hand," said a U.N. staffer who identified himself as Bodunrin. "If they can get into the U.N. House, they can reach anywhere."

Local police spokesman Jimoh Moshood said detectives had begun an investigation. In a statement, Nigerian President Goodluck Jonathan's office called the attack "barbaric, senseless and cowardly." The statement also promised to increase security in the nation's capital.

However, Jonathan's administration has struggled to improve security in Nigeria, a nation of 150 million largely split between a Christian south and Muslim north. The Christian president's election in April brought religious and ethnic violence across the north that left 800 people dead.

A spokesman for Boko Haram claimed responsibility for the attack later Friday in a communique to the BBC's Hausa language shortwave radio service, which is widely trusted and listened to throughout Nigeria's Muslim north. The sect has made such claims before to the service.

Boko Haram, which means "Western education is sacrilege," has carried out a series of bombings and assassinations in northern Nigeria in the last year. It claimed a car bombing that struck Nigeria's federal police headquarters in June that killed at least two people.

The sect came to national prominence in 2009, when its members rioted and burned police stations near its base of Maiduguri, a dusty northeastern city on the cusp of the Sahara Desert. Nigeria's military violently put down the attack, crushing the sect's mosque into shards as its leader was arrested and died in police custody. About 700 people died during the violence.

Sect members are scattered throughout northern Nigeria and nearby Cameroon, Chad and Niger. In the last year, they've unleashed a series of targeted killings and bombings.

But attacking foreigners is a new, troubling step for the group. Earlier this month, the commander for U.S. military operations in Africa told the AP that Boko Haram may be trying to coordinate attacks with two al-Qaida-linked groups ? al-Qaida in the Islamic Maghreb, which operates in northwest Africa, and with al-Shabab in Somalia.

"I think it would be the most dangerous thing to happen not only to the Africans, but to us as well," Gen. Carter Ham said Aug. 17.

The attack Friday shows Boko Haram has aspirations beyond targeting local government officials, said Innocent Chukwuma, a Nigerian criminologist and director of a police reform organization.

"Today's has taken it to the international level," Chukwuma said. "The choice of target shows we are perhaps dealing with a group well-connected to international networks."

Police: Austrian abused daughters for 40 years

Austrian police arrested an elderly man Thursday that they suspect imprisoned, beat and sexually abused his two mentally handicapped daughters over a 40-year period.

The 85-year-old Austrian, from a leafy village in the north of the Alpine republic, kept the women locked in a small kitchen with only a narrow wooden bench as a bed, police said.

"Both women have mental deficiencies and suffered permanent beatings and violence," said Hermann Feldbacher, a spokesman for the police department of the province of Upper Austria.

"They became dependent on their father and were so withdrawn and mentally disabled that they couldn't cope on their own and were unable to leave the house unless he wanted this."

He kept them confined to one room in their large wood-paneled family house and also abused his wife in a similar way, police said. She died in 2008.

Daughters repeatedly threatened
The man faces charges of rape and other sexual offences, abusing or neglecting minors and defenseless people, threatening behavior, coercion, and causing bodily harm, Upper Austria police chief Alois Lissl told the national news agency APA.

Authorities said the man had denied all charges.

Police said the man, who was not named, repeatedly threatened to kill his daughters, now aged 53 and 45, and subdued them with weapons. Apart from wielding a gun, he also beat them with a cane and a pitchfork, according to their accounts.

Police said he abused his daughters from 1970 to May 2011 in St Peter am Hart, a village of 2,400 people near the German border.

Reminiscent of earlier cases
The description had echoes of the Josef Fritzl incest case in 2008 that rocked Austria and drew international outrage. Fritzl fathered seven children with his incarcerated daughter before being imprisoned for life in 2009 aged 74.

It was also reminiscent of the kidnapping of Austrian schoolgirl Natascha Kampusch, who escaped from her captor in 2006 after being held for eight years in a basement. Her abuser killed himself shortly after her escape.

Police said they were still investigating whether the women in the latest case had been mentally disabled all their life or whether their condition could be a result of what they lived through.

"It seems possible that after 40 years of abuse that they suffered psychological effects but it could also be that someone who is already mentally disabled is the ideal victim for abuse," Feldbacher added.

The man banned his daughters from having "any social contact," police said. The women are being housed in a care shelter and receiving psychiatric treatment.

The details only became public now because of an investigation by a provincial newspaper.

The sisters were discovered in May when the father tried to rape the elder daughter and she fought back, causing him to fall to the ground, police said. A social worker found the injured father two days later and reported the alleged abuse to police.

He is now bedridden in hospital but "mentally active" for his age, police said. APA said he would be transferred soon to a temporary prison and legal proceedings had begun.

Nuclear power key topic in close Japan leader race (AP)

TOKYO ? A former top diplomat vying to become the next prime minister proposed Saturday that Japan stop building new nuclear power plants after the Fukushima disaster and phase out atomic energy over 40 years.

Former Foreign Minister Seiji Maehara took the clearest stand against nuclear power at a news conference where five ruling Democratic party members outlined their policy goals in their campaign to replace Prime Minister Naoto Kan, who announced Friday he is stepping down.

The ruling party will vote Monday to pick a new party chief, who will then become prime minister ? Japan's sixth in five years.

Nuclear energy is hot topic in Japan following the accident at the Fukushima Dai-ichi nuclear power plant, damaged by the March 11 tsunami. Some 100,000 people have been evacuated from around the plant, and government officials have warned that accumulated radiation in some spots may keep areas off limits for the foreseeable future.

The leadership contest is emerging as a close race between Maehara, a youthful defense expert and the public's top choice, and Economy Minister Banri Kaieda, who secured the backing of the ruling party's behind-the-scenes powerbroker, Ichiro Ozawa.

"In principle, we will not build new nuclear plants; then there will be no more nuclear plants in 40 years," Maehara said, adding that Japan needs to seek "the best energy mix" while it phases out of its nuclear-reliant energy policy.

Before the March accident, Japan derived about 30 percent of its electricity from nuclear plants, and the government intended to increase that to 50 percent by 2030 ? a plan that has now been scrapped.

Kaieda, whose minister was broadly responsible for nuclear energy promotion, said he planned to decommission aging nuclear plants found to have problems during stress tests, but did not detail his vision for the future of atomic energy.

He promised to speed up decontaminaton efforts and launch health check programs for concerned residents.

"We will achieve a cold shutdown of the reactors as soon as possible," Kaieda said. "I will take concrete measures to address the residents' concerns about their health."

Kan announced Friday he would resign after serving nearly 15 months that have been plagued by ruling party infighting, gridlock in parliament and clamorous criticism of his administration's reponse to the March disasters and ensuing nuclear crisis.

The Japanese public, yearning for political unity and resolve in the wake of the catastrophe, has grown disgusted with the squabbles and blame-trading that have dominated parliamentary sessions.

"It's embarrassing. It's hard to keep track of who's prime minister these days," said Rie Aoki, a housewife in the Tokyo suburb of Fuchu. "It's so upsetting to see them squabbling in parliament. Elementary students have more interesting conversations."

She said she hoped the politicians would focus on the northeastern coastal region ? called Tohoku ? that was devastated by the tsunami. "I really want them to work together to think about what Tohoku needs," she said.

The five candidates generally agreed during the two-hour press conference that the central government needed to spend more money on disaster reconstruction in the tsunami zone, possibly raising money through special bond sales.

Given the slow economy, all agreed it was too early to consider raising Japan's 5 percent sales tax.

But the gathering also helped bring out some policy differences between the five, which also includes Finance Minister Yoshihiko Noda, considered a fiscal conservative, former Transport Minister Sumio Mabuchi and Agricultural Minister Michihiko Kano.

Maehara said he would favor reaching out to key opposition parties to form a limited "grand coalition" on certain key policies, such as tsunami reconstruction, social security and tax reforms. Maehara also said he would support a U.S.-backed free trade zone called the Trans-Pacific Partnership.

Kaieda, a 62-year-old former television commentator on economic matters, said the so-called TPP needed to be studied more and rejected the idea of a grand coalition, saying the party had not even discussed such a proposal.

A China hawk, Maehara, 49, gained prominence by taking a firm stand toward Beijing during a territorial spat last year over some disputed islands in the East China Sea.

He defended his decision to run despite having quit as foreign minister in March after it was discovered that he had unknowingly received a relatively small political donation from a foreigner ? a Korean permanent resident and a childhood friend ? which is illegal in Japan.

"I don't have anything to hide," he said. "I haven't done anything that tainted my own hands."

Arrest warrants issued for LSU players over fight

(AP) ? Police obtained arrest warrants Friday for LSU quarterback Jordan Jefferson and a teammate, Joshua Johns, on charges of second-degree battery for a bar fight that injured four people last week, and the players have been suspended indefinitely by the school.

"We will continue to cooperate with the authorities in an effort to find out exactly what took place during the incident," Miles said. "As sad as this incident is, it's important that we learn from this and that we take away a valuable lesson. This has weighed on all of us. It's time for us to come together as a team and focus on what we are here to do."

A police report says a 19-year-old woman named Victoria Long said she witnessed several LSU players beating one of the alleged victims and saw Jefferson kick that man in the face.

Four people were treated and released at a hospital in the hours after the fight, and police have said one person had three fractured vertebrae, injuries serious enough to warrant felony charges.

Two witnesses who work at the bar told The Associated Press that the players did not throw the first punch, but added that once the melee began, it was difficult to see who hit whom, and could not verify the extent to which Jefferson and Johns were involved.

Shady's door manager Jordan Neldare, who said he witnessed the fight, said he noticed that Jefferson removed himself from the brawl before it was over, and was standing alone near the bar's entrance, looking upset.

Police have identified Jefferson, Johns, offensive lineman Chris Davenport, and receiver Jarvis Landry as people of interest in the fight.

The four players, who each were interviewed by investigators Tuesday, have hired defense attorney Nathan Fisher, who did not immediately return a phone call seeking comment on the arrest warrants.

On Wednesday, police executed a search warrant of Jefferson's apartment and took 49 pairs of shoes, along with a DNA swab.

Under team orders, LSU players have not discussed the fight publicly since it happened.

Fourth-ranked LSU opens its season Sept. 3 against No. 3 Oregon in Dallas. Although Johns is a reserve, Jefferson was expected to start.

Now fellow senior Jarrett Lee is the likely starter, with sophomore Zach Mettenberger, a junior college transfer, next in line.

Jefferson, a senior, guided LSU to an 11-2 record last season. He is 20-7 as a starter, but the team ranked last in passing in the Southeastern Conference last season, with 155.6 yards per game.

Still, LSU has numerous key players returning and was expected to compete for Southeastern Conference and national championships this season.

And if they?re interested, all of your children can become involved. These clubs are a great way for children to meet and socialize with others and as an added bonus, there?s no cost to join. Children are better able to network than they have previously and this is due in great part to the internet. So, the kids your children meet through 4-H clubs will most likely introduce them to their friends.

Parks in your area offer another option for introducing your children to other kids their age. Team sports are offered by many of these organizations. This approach can bolster the other strategies you use to help your children develop their social skills. This provides a great way for your children to meet others in their age range. And that?s what?s important and the main criticism of homeschooling.

And really, even as adults, we engage in some type of socialization activity every day. As you see your daily errands, you will probably interact with others. There are always chances to help your children hone their social skills. You can provide meaningful experiences in everyday activities such as simply going to the store.

1984: Retail Business | As they saw it

Recovery.

At the end of 1983, long lines of shoppers had huddled in the early morning cold in hopes of being among the lucky few to snare a Cabbage Patch Kid doll in time for holiday gift giving. The Cabbage Patch craze symbolized a general consumer buying spree in the United States that seemed to know no bounds and that continued well into the first half of 1984. Midway through the year, however, the buying fever seemed to cool; retail sales dropped 1.7 percent in July and 0.1 percent in August. September sales were up 1.2 percent, leading to a spurt of optimism that was dampened by a 0.1 percent decline in October. No matter how forecasters read the signs for the economy and for retailing generally, toy sellers at least were riding high on the continuing success of Cabbage Patch dolls (now including Preemies) and Trivial Pursuit, and they anticipated strong sales for the new GoBot robot toys.

Discounters.

Consumer willingness to spend did not come at the expense of hard-won shopping savvy. Shoppers remembered what they learned in the recent recession years, and their determination to squeeze more value out of every purchase has created a whole new tier of discount emporiums, including most notably offprice stores and no-frills warehouses. The emergence of these retailing ventures dovetailed with the diversification plans of many of the largest U.S. retailing conglomerates. K Mart, for example, the second largest retailer in the country, acquired Home Centers of America (a lumber and building materials warehouse chain) and Waldenbooks (the bookstore chain), and it moved into the financial services arena. In 1983, K Mart had launched three off-price chains, Designer Depot and Garment Rack apparel stores and Accents stores, featuring housewares and giftware.

Another type of discount operation, which was taking shape as an industry segment in its own right, was the closeout, surplus, and salvage store, probably best exemplified by Pic ?N? Save. A 30-year-old leader in so-called deep-discount retailing, Pic ?N? Save, with 87 stores and 1983 sales of $227 million, has helped inspire a wave of imitators. These operations buy closeout, overrun, or ?odd-lot? merchandise from a variety of sources, including manufacturers, importers, liquidators, and insurance companies. There is little continuity in merchandise assortments, but the savings possible on goods bought by the retailer for anywhere from 10 to 50 percent of the standard wholesale price are passed along to consumers. According to Discount Store News, a trade newspaper, there were nearly 350 deep-discount stores producing about $700 million in sales at the end of 1983.

For their part, off-price retailers generated nearly $7 billion, or almost 6 percent, of total U.S. apparel and footwear sales in 1983; sales have been growing at an annual rate of 23 percent over the past four years. Current projections see off-price stores generating sales of nearly $27 billion annually by 1990 and accounting for nearly 16 percent of all U.S. apparel and footwear sales. Off-price chains generally feature name-brand, soft goods merchandise at discounts ranging up to 50 percent; the selection is made up largely of manufacturer overruns and end-of-season merchandise.

Many retailing conglomerates have thrown their hats into the offprice ring, but results to date have been mixed. The young industry has already had its share of failures. Plum?s, The Elegant Discounter, a subsidiary of Dayton Hudson (parent of Target, Mervyn?s, and B. Dalton Booksellers) quietly folded late in 1983. Dayton Hudson had earmarked $30 million in capital funds for the venture. Targeted at a more affluent shopper than established off-price leaders like Marshall?s and Loehmann?s, Plum?s failed to find a solid customer base. During 1984, the Stop & Shop supermarket chain (also parent to Bradlees and Medi Mart) sold its off-price venture, Off the Rax, after several years of disappointing results.

As for the no-frills, low-margin, high-volume warehouse operations: whether selling food, lumber and building materials, or general merchandise, whether open to all comers or closed to all but selected ?members,? the cavernous stores were being rolled out across the United States at a rapid rate. By the end of 1983 there were more than 2,500 warehouse food stores, averaging more than $200,000 a week each in sales.

Membership warehouse operations relying on narrow assortments of sharply discounted food or hard goods (such as appliances) to draw customers have been the most successful warehouse stores. These ?club? stores limit shopper access to qualified groups of individuals (credit union or trade union members, for example) and wholesalers (small business owners, people with resale licenses, and restaurateurs), who generally pay a $25 annual membership fee. Prices, which are kept low via razor-thin profit margins and high-volume selling, are 5 percent lower for wholesalers. Taking their lead from the industry pacesetter, the San Diego-based Price Company, whose sales from 12 Price Club stores in 1983 topped $633 million, more than two dozen companies have established beachheads in other markets. In Boston, Zayre Corporation?s new B. J. Wholesale was launched in September. In Anchorage and Seattle, Costco Wholesale and Price Savers, a division of Pay?n Save Corporation, began battling for dominance.

Sales.

According to a survey by the publisher of Discount Store News, total retail sales for the six months ending July 31 (the first half of the industry?s fiscal year) were up 9.5 percent compared to the same period in 1983, hitting $317.5 billion. Retail stores? earnings were up 15 percent in the second quarter of the year. Other figures showed general merchandise, drug, specialty, and home improvement stores outpacing 1983 sales.

Sales and profit gains in the supermarket industry have been harder won. In 1983 the industry posted ?real? sales gains (after taking account of inflation). However, many of those gains were made at the expense of profits, as food retailers turned to price cutting to lure shoppers. In September 1984, the New York Times reported that the food industry, which had been hoping for a stronger year, instead was finding profits flat, thanks in part to price wars and start-up costs for new-format warehouse and combo stores (the latter carry more nonfood lines than is customary). ?Food stores will see inflation-adjusted growth limp along during both 1984 and 1985 at rates close to 1.5 percent each year,? according to a report by Management Horizons, a research and consulting firm.

Still, there were bright spots for food sellers during the year, mostly the result of improved operating efficiencies, including greater use of sophisticated price scanning equipment at supermarket checkout counters, the closing of unprofitable stores, and the enlarging of stronger stores to increase volume.

For general merchandise retailers, the six months ending July 31 showed sales increases, over the same period a year before, ranging from 6.8 percent for F. W. Woolworth all the way up to 40 percent for Arkansas-based Wal-Mart Stores. Other gains posted during the period included Sears, Roebuck Merchandise Group, up 5.9 percent; K Mart, 7.1 percent; J. C. Penney, 18 percent; Montgomery Ward, 12 percent; and Federated Department Stores, 12 percent.

Expansion Plans.

Retailers are facing the future with ambitious expansion plans. Sears? Merchandise Group continued the first phase of a record $1.7 billion capital investment program aimed at expanding its new ?store of the future? concept. This plan called for the remodeling of more than 600 stores and the construction of 62 additional units. J. C. Penney planned to modernize many of its largest and most productive stores this year and also planned to open 12 department stores and 20 drugstores before year?s end. K Mart planned to spend approximately $400 million during the year on capital improvement, about two-thirds of it for modernization; $2.2 billion has been earmarked for capital improvements over five years.

Real estate developers, who, during the high inflation years of the late 1970?s and early 1980?s, channeled their investments into office buildings with short leases and regular rent increases and away from shopping centers and malls, now have begun looking again at retail locations.

ADVERTISING

U.S. advertising industry growth outpaced the gross national product during the first nine months of 1984, as the economic recovery reached most regions of the United States. Ad Week predicted that total advertising expenditures would rise from $75.9 billion in 1983 to $87.1 billion in 1984, a jump of 15 percent. Expenditures for advertising in the United States continued to exceed expenditures for the rest of the world combined. All sectors of the industry prospered, with retail and cable advertising revenues leading the surge.

Regulation.

The Bureau of Alcohol, Tobacco, and Firearms, the Federal Communications Commission, and the Federal Trade Commission were all involved with new proposals and regulations in 1984. The BATF completed a review of alcoholic beverage advertising that it had begun in 1978. After studying the use of taste tests by advertisers with an eye toward establishing strict criteria for these tests, the BATF backed off and accepted the use of tests employing ?any scientifically accepted procedure.? The BATF surprised alcoholic beverage advertisers by banning the use of subliminal advertising. The advertising industry, which generally denied using subliminal techniques, said that it saw no need for such a regulation.

The FCC lifted its 16-minutes-per-hour ceiling on television advertising. The current industry average was 12 minutes per hour. Industry experts did not expect this ruling to have as much effect on commercial clutter as the new ?split 30? spot ? two 15-second spots for products sold by the same advertiser. If this format should become popular, the number of spots per hour would increase dramatically and the number of total minutes of advertising probably would grow slowly.

A new FTC policy on ?deception? in advertising stirred debate in 1984. The definition states that deception exists if there is a claim or failure to give information, concerning a material feature of the product or service advertised, that is likely to create a wrong impression in the minds of reasonable consumers. The term ?reasonable consumer? is open to FTC interpretation on a case-by-case basis. The words ?material feature? would clearly apply to such concrete product characteristics as the mileage of a tire, but probably not to more subjective attributes such as ?luxury? or ?comfort.? Critics said the ambiguities in the regulation would weaken enforcement, as would a requirement that consumers show they suffered actual damage because of the deception.

Media.

Advertising revenues in all media categories were expected to grow substantially during 1984. Predictions ranged from a high of 20 percent growth for cable television to a low of 10 percent growth for newspapers.

The big media news of the year had to be the summer Olympics. From an advertising standpoint, ABC was the real winner, as an estimated 180 million Americans watched that network?s 180 hours of coverage, making the 1984 summer Olympics the most-watched televised event in the history of the medium. Ratings for the entire coverage by ABC exceeded the ratings over the same period for CBS and NBC combined. ABC expected to make $45-$55 million in pretax profits on an investment of $325 million in the games.

ABC was also set to broadcast the January 1985 Super Bowl, at rates to advertisers of $1 million per commercial minute. Advertisers did not balk, however; Anheuser-Busch, Stroh?s, IBM, and Nissan signed up promptly as soon as commercial time became available.

The September issue of Vogue magazine weighed in at 3.25 pounds while breaking various records previously set by Vogue in September 1983. For one thing, the September 1984 issue, with 601.8 pages of ads and 804 pages in all, was the largest mass-market consumer magazine in U.S. publishing history.

A study by A. C. Nielsen Company found that more than 12 percent of all homes with television sets also owned videocassette recorders. More than 7 million VCRs were expected to be sold in the United States in 1984, with penetration reaching 40 percent or more of the homes by 1990. Advertisers are concerned because the Nielsen study showed that more than half of those who record shows either edit commercials out of the program or speed past them when viewing the shows.

Advertisers.

Coleco Industries of Hartford, Conn., stopped advertising its Cabbage Patch Kids late in 1983. Demand had outstripped supply to the extent that scalpers got as much as $200 for dolls with a suggested retail price of $35. Parents who wanted to make sure that their children got their Christmas requests stood in long lines, bribed clerks, and even rioted at some retail outlets.

Advertising Age reported that the most frequently remembered advertisements for 1983 were television spots for Coca-Cola, Pepsi-Cola, Miller Lite, McDonald?s, Ford, Burger King, Budweiser and Budweiser Light, Stroh?s, Tide, and Tylenol. Miller Lite?s camping trip spot starring Rodney Dangerfield as ?The Creature? was a good bet to make the list in 1984. Another candidate was Stroh?s ?Alex the Dog? spot, in which a dog retrieves Stroh?s from the refrigerator for a group of men playing cards. (The spot ends with Alex drinking something in the kitchen. The Stroh?s?) Perhaps the most famous of all was the series of clever ?Where?s the beef?? commercials for Wendy?s hamburger restaurants.

A new series of television spots for Pepsi created a furor before they were even broadcast when the star, entertainer Michael Jackson, was injured in an explosion during the taping. The Jackson spots marked Pepsi?s move away from the baby boom generation and toward teenagers.

Procter & Gamble again topped Advertising Age?s annual list of leading advertisers with expenditures of well over $700 million. P&G has held first place since 1964.

Agencies.

Young & Rubicam continued to be the largest agency in the United States, according to Advertising Age. In 1983, Y&R reported gross income of $274.4 million in the United States and $414 million worldwide. The U.S. advertising agency industry posted a 10.7 percent increase in gross income in 1983 over 1982. Worldwide income for the entire industry was $6.51 billion in 1983. The five agencies ranked after Y&R were: Ted Bates & Company, J. Walter Thompson Company, Ogilvy & Mather, McCann-Erickson Inc., and Batten, Barton, Durstine & Osborn.

A. C. Nielsen Company, the world?s largest marketing/advertising research company, was sold to Dun & Bradstreet Corporation in May for $1.08 billion of D&B stock. Later in the year, Arbitron Ratings Company, the fourth-largest U.S. research company, and Burke Marketing Services, the fifth-largest research firm, agreed to the biggest merger in the history of the marketing/advertising research industry. The merger created a research firm second in size only to Nielsen.
