PBS shows how hacking is reclaiming its good name after a bad rap (video)

PBS explains how hacking got a bad rap and is reclaiming its good name video

Hacking is still a loaded concept for many, often conjuring negative images of corporate espionage, fraudsters and prank-minded script kiddies. PBS' Off Book wants to remind us that hacking wasn't always seen this way -- and, thanks to modern developments, is mending its reputation. Its latest episode shows that hacking began simply as a desire to advance devices and software beyond their original roles, but was co-opted by a sometimes misunderstanding press that associated the word only with malicious intrusions. Today, hacking has regained more of its original meaning: hackathons, a resurgence of DIY culture and digital protests prove that hacks can improve our gadgets, our security and even our political landscape. We still have a long way to go before we completely escape movie stereotypes, but the mini-documentary may offer food for thought the next time you're installing a custom ROM or building your own VR helmet.

VATICAN CITY (AP) ? Pope Francis celebrated a trimmed back Easter Vigil service Saturday after having reached out to Muslims and women during a Holy Week in which he began to put his mark on the Catholic Church.

Francis processed into a darkened and silent St. Peter's Basilica at the start of the service, in which the faithful recall the period between Christ's crucifixion on Good Friday and resurrection on Easter Sunday.

One of the most dramatic moments of the Easter Vigil service that usually follows ? when the pope would share the light of his candle with others until the entire basilica twinkled ? was shortened this year as were some of the Old Testament readings.

The Vatican has said these provisions were in keeping with Francis' aim to not have his Masses go on too long. The Easter Vigil service under Benedict XVI would typically run nearly three hours. The new pope has made clear he prefers his Masses short and to the point: he was even caught checking his watch during his March 19 installation ceremony. Saturday was no different: The vigil ended just shy of 2.5 hours.

A trimmed-back vigil ? and one that started earlier than usual ? was just one of the novelties of this Holy Week under an Argentine Jesuit pope who just two weeks ago stunned the world by emerging from the loggia of St. Peter's Basilica after his election with a simple "Brothers and sisters, good evening."

He riled traditionalists but endeared himself to women and liberals by washing and kissing the feet of two young girls during a Holy Thursday Mass at a juvenile detention center in Rome, when the rite usually calls for only men to participate. A day later, Francis reached out with friendship to "Muslim brothers and sisters" during a Good Friday procession dedicated to the suffering of Christians from terrorism, war and religious fanaticism in the Middle East.

In his homily Saturday, Francis kept his message simple and tied to the liturgical readings, recalling how Jesus' disciples found his tomb empty a day after his death and were surprised and confused.

"Our daily problems and worries can wrap us up in ourselves, in sadness and bitterness, and that is where death is," he said. "Let the risen Jesus enter your life, welcome him as a friend, with trust: he is life!"

He later baptized four men, part of the Easter Vigil ritual.

Just a few hours after the vigil ends, Francis on Sunday will celebrate Easter Mass and deliver his "Urbi et Orbi" speech, Latin for "To the city and the world." Usually the pope also issues Easter greetings in dozens of languages.

In his two weeks as pope, Francis' discomfort with speaking in any language other than Italian has become apparent. He has even shied away from speaking Spanish when the occasion would call for it, though the Vatican has said he has done so to avoid discriminating against other languages by favoring his native tongue.

Italian is the lingua franca of the Vatican and Francis has emphasized his role as bishop of Rome over that of pope of the universal church, making his use of Italian logical.

It's not clear how Francis will handle the multilingual greetings Sunday.

Typically, after the busy Easter week ceremonies, the pope would go to the papal retreat at Castel Gandolfo for a few days of vacation. Francis can't do that since the previous pope, Benedict XVI, is currently living there in retirement.

The Vatican has said Francis would stay put in the Vatican.

(AP) ? A Texas prosecutor and his wife were found killed in their house two months after one of his assistants was gunned down near their office, authorities said.

Investigators found the bodies of Kaufman County District Attorney Mike McLelland and his wife, Cynthia, on Saturday, said Kaufman County sheriff's Lt. Justin Lewis. Police, FBI agents, Texas Rangers and deputies were part of the investigation.

Assistant district attorney Mark Hasse was shot to death in a parking lot a block from his office on Jan. 31.

Lewis declined to say how the couple died or whether authorities believe their deaths are linked to Hasse's. He wouldn't provide further details.

Kaufman Police Chief Chris Aulbaugh told The Dallas Morning News that the McLellands had been shot in their home and that although investigators didn't know if their deaths and Hasse's were related, they couldn't discount it.

"It is a shock," Aulbaugh told the paper. "It was a shock with Mark Hasse, and now you can just imagine the double shock and until we know what happened, I really can't confirm that it's related but you always have to assume until it's proven otherwise."

Sam Rosander, who lives in the same unincorporated area of Kaufman County as the McLellands, told The Associated Press that sheriff's deputies were parked in the district attorney's driveway for about a month after Hasse was killed.

Aulbaugh said recently that the FBI was checking to see if Hasse's killing could be related to the March 19 killing of Colorado Department of Corrections head Tom Clements, who was gunned down after answering the doorbell at his home. He said it's routine for authorities to look for possible links when there are similarities between two deaths.

Evan Spencer Ebel, a former Colorado inmate and white supremacist who authorities believe killed Clements and a pizza deliveryman two days earlier, was killed in a March 21 shootout with Texas deputies about 100 miles from Kaufman.

Hasse was chief of the organized crime unit when he was an assistant prosecutor in Dallas County in the 1980s, and he handled similar cases in Kaufman County, 33 miles southeast of Dallas.

McLelland had said Hasse was one of 12 attorneys on his staff, all of whom handle hundreds of cases at a time.

"Anything anybody can think of, we're looking through," McLelland said after the assistant prosecutor was killed.

In recent years, Hasse played major roles in Kaufman County's most high-profile cases, including one in which a justice of the peace was convicted on theft and burglary charges and another in which a man was convicted of killing his former girlfriend and her 10-year-old daughter.

McLelland graduated from the University of Texas before a 23-year career in the Army, according to the website for the district attorney's office. He later earned his law degree from the Texas Wesleyan School of Law.

He and his wife have two daughters and three sons. One son is a police officer in Dallas.

Key groups reach immigration deal as overhaul advances

By Steve Holland

WASHINGTON (Reuters) - Prospects for a broad U.S. immigration overhaul brightened on Saturday after major U.S. business and labor groups reached an agreement on a guest-worker program, a source familiar with the deal said.

The agreement was reached on Friday night in a conference call between the head of the U.S. Chamber of Commerce, Tom Donohue, and the president of the AFL-CIO labor organization, Richard Trumka, with New York Democratic Senator Chuck Schumer acting as the mediator, according to the source, who spoke on condition of anonymity.

A guest-worker program has been a major stumbling block to efforts by a bipartisan group of senators known as the Gang of Eight to reach a compromise on a way to create a pathway to citizenship for the 11 million illegal immigrants in the United States, most of whom are Hispanics.

Labor unions have argued against a guest-worker program, worrying that a flood of low-wage immigrant laborers would take away jobs from Americans. The agreement covers the pay levels for low-skilled temporary workers and the types of jobs that would be included.

Schumer briefed White House Chief of Staff Denis McDonough on Saturday on the breakthrough, the source said.

The agreement still must be approved by the Gang of Eight senators, four Democrats and four Republicans. If they do so as expected, Senate legislation on a broad new immigration law would be advanced in the Senate in the coming weeks.

In recent days, the immigration effort had been stalled by failure to forge an agreement on the guest-worker program, although the White House insisted that progress was being made.

President Barack Obama wants to fulfill a campaign pledge by gaining passage of a law that would create a pathway to citizenship for illegal immigrants currently in the country. He has vowed to do what he can on immigration through executive actions in the absence of legislation.

Immigration long has been a controversial issue in the United States and previous efforts to craft a comprehensive overhaul of American immigration laws have failed, with Democrats and Republicans remaining far apart.

Many Republicans previously had taken a hard position against illegal immigrants. Obama's unsuccessful Republican challenger last year, Mitt Romney, had advocated "self-deportation" of illegal immigrants. Republicans in Arizona and other states passed tough laws cracking down on illegal immigrants.

But the mood for a deal is ripe because Republicans saw Hispanic Americans vote overwhelmingly for Obama and other Democratic candidates in last November's elections and they need to woo this increasingly important voting bloc.

Many Republicans see gaining favor with the Hispanic voting bloc, which accounts for 10 percent of the U.S. electorate and is growing, as a matter of political survival.

Republicans want to ensure that security along the U.S.-Mexican border is improved before immigrants can get on a path to citizenship. Obama feels security is sufficient but this disagreement is not seen as a deal-breaker.

"We're seeing right now a good bipartisan spirit," Obama told Spanish-language network Univision on Wednesday. "I want to encourage that and hopefully we'll be able to get it done."

Man City beats Newcastle 4-0 in Premier League

Associated Press Sports

updated 2:01 p.m. ET March 30, 2013

MANCHESTER, England (AP) -Manchester City scored two goals in each half to cruise to a 4-0 win over Newcastle in the Premier League on Saturday and maintain its slim hopes of catching rival Manchester United for the title.

Carlos Tevez and David Silva both netted late in the first half to put City firmly in control and Vincent Kompany marked his return from an eight-game absence by netting the third in the 56th.

James Perch's own goal in the 69th capped the scoring for a dominant City, which strengthened its grip on second place but remained 15 points behind United with eight games to play.

Tevez slid in to turn Gael Clichy's cross at the far post in the 41st minute for his seventh goal in six games and 17th overall this season. Newcastle never had a chance to recover, as Clichy and Edin Dzeko both forced saves from Rob Elliott over the next few minutes before Yaya Toure and Samir Nasri combined to set Silva up for the second.

Kompany then scored his first goal for City in nearly a year, flicking home Gareth Barry's off-target shot to put the result beyond doubt. Kompany missed the previouse eight games with a calf injury, but played for Belgium during the international break.

The fourth came after Toure strode through Newcastle's defense and beat Elliot at his near post with a shot that deflected off Perch.

City will face United in a Manchester derby at Old Trafford next weekend, when it can further delay its rivals title celebrations.

Downwardly mobile? A brief look at cell phone addiction ...

?One in ten people say they are addicted to their smartphone, a poll has revealed. And more owners than ever are seeking expert help. The US study of 2,000 college students found ten per cent claimed to have a full-blown addiction to the gadgets. Eighty-five per cent constantly checked theirs for the time, while three-quarters slept beside it. Meanwhile counsellor Peter Smith reported a ten per cent increase in Brits seeking help for smartphone addiction at his clinic in Weston-Super-Mare, Somerset. He said: ?Smartphone users feel they?ve got more control to communicate with whoever they want, whenever they want. But ironically, it?s that sense of control that creates the anxiety. It?s made younger people more reliant on maintaining those contacts ? which can create issues from bullying, to being marginalised and excluded. People lose track of time, becoming socially isolated and before they know it, can?t stop. Not having your phone raises your heart rate and signs of panic. These symptoms are almost identical to alcoholism or addiction to gambling, food or drugs? (The Sun, March 21, 2013)

The news report above appeared in The Sun newspaper last week, and as part of that article I was asked to devise a 10-item ?smartphone addiction test? for Sun readers?which I did (and can be found at the end of today?s blog). As regular readers of my blog will be aware, I have been studying ?technological addictions? for over two decades and I coined the term ?technological addictions? in a paper I wrote back in 1995. Although I have published a lot of papers on various technological addictions (e.g., slot machine addiction, video game addiction, internet addiction, etc.), I have only ever published one study on mobile phone addiction (with some of my research colleagues in Ramon Llull University, Barcelona, Spain).

Our study was published last year in the Anales de Psicologia, and comprised 1,879 students from Catalonian educational institutions (322 students of Ramon Llull University, and 1,557 secondary school students). We surveyed the students using the 10-item ?Questionnaire on Cell Phone Related Experiences? (Cuestionario de Experiencias Relacionadas con el Movil [CERM]), a psychometric instrument developed by Dr. Marta Beranuy and her colleagues in 2009. The CERM examines two areas of cell phone use conflicts and communicative/emotional use.

Our study reported that frequent problems with cell phone use were reported by 2.8 % of the participants. Problematic use was greatest in the youngest age groups. Perhaps unsurprisingly, the most used applications were text-messaging and making calls. We carried out a regression analysis and found that the types of cell phone use that contributed the most to problematic use were text-messaging and playing games, whereas making calls contributed the least. Our results suggest that very few young people have problems with cell phones, in contrast with the findings of previous studies in Spain that reported pathological cell phone rates of 7.9%-10.4%. Our results suggested that females have some difficulties with phone use. Other researchers have also reported that females use cell phones more than males, and perceive their use as more problematic than. We also noted in our paper that cell phones are becoming more varied in their use and new applications such as the playing of games appears to be more attractive to males.

Traditionally, the use of cell phones has been for communication and as such, the risk of problematic use was minimal. However, this risk of problematic use and/or addiction could be potentially higher for smartphones that include applications that promote the altering of user identity (e.g., gaming, social networking, etc.).

We also argued that some people may confuse habitual use of such technology as an addictive behaviour (when in reality it may not be). For instance, some people may consider themselves cell phone addicts because they never go out of the house without their cell phone, do not turn their cell phone off at night, are always expecting calls from family members or friends, and/or over-utilise cell phones in their work and/or social life. There is also the importance of economic and/or life costs. The crucial difference between some forms of game playing and pathological game playing is that some applications involve a financial cost. If a person is using the application more and is spending more money, there may be negative consequences as a result of not being able to afford the activity (e.g., negative economic, job-related, and/or family consequences). High expenditure may also be indicative of cell phone addiction but the phone bills of adolescents are often paid for by parents, therefore the financial problems may not impact on the users themselves.

It is very difficult to determine at what point cell phone use becomes an addiction. The cautiousness of researchers suggests that we are not yet in a position to confirm the existence of a serious and persistent psychopathological addictive disorder related to cell phone addiction on the basis of population survey data alone. This cautiousness is aided and supported by other factors including: (a) the absence of any clinical demand in accordance with the percentages of problematic users identified by these investigations, (b) the fact that the psychometric instruments used could be measuring ?concern? or ?preoccupation? rather than ?addiction, (c) the normalisation of behaviour and/or absence of any concern as users grow older; and (d) the importance of distinguishing between excessive use and addictive use.

All researchers agree in the necessity of longitudinal studies in order to check if perception of the problematic use of cell phones still exists over time. Many university students on the basis of self-report claim to have been ?addicted? to texting/instant messaging during some period of their adolescence. Our research suggests they are simply describing a period of their development with strong needs of social ties rather than a true addiction. If any of you reading this really want to know if you may have a problem with your smartphone, then you can take this test I devised. If you answer ?yes? to six or more of these statements, it may be indicative of a problematic and/or addictive use of your smartphone.

(1)? ?My smartphone is the most important thing in my life?

(2)? ?Conflicts have arisen between me and my family and/or my partner about the amount of time I spend on my smartphone?

(3)? ?My smartphone use often gets in the way of other important things I should be doing (working, education, etc.)?

(4)? ?I spend more time on my smartphone than almost any other activity?

(5)? ?I use my smartphone as a way of changing my mood?

(6)? ??Over time I have increased the amount of time I spend on my smartphone during the day?

(7)? ?If I am unable to use my smartphone I feel moody and irritable?

(8)? ?I often have strong urges to use my smartphone?

(9)? ?If I cut down the amount of time I spend on my smartphone, and then start using it again, I always end up spending as much time on my smartphone as I did before?.

(10) ?I have lied to other people about how much I use my smartphone?

Just remember that excessive use does not necessarily mean addiction, and the difference between a healthy enthusiasm and addiction is that healthy enthusiasms add to life, and addictions take away from them.

Dr Mark Griffiths, Professor of Gambling Studies, International Gaming Research Unit, Nottingham Trent University, Nottingham, UK

Viral Pinterest: 3D Ear Canal Scanner Depicts the Inside of the Skull

Skull-xrayfor PSFK 2013-03-25 17:50:00 UTC

Lantos Technologies has introduced the first FDA-approved 3D ear canal scanner, which will enable audiologists to measure their patients' ears for better-fitting hearing aids. The 3D ear scanning system can quickly and accurately map out the inside of the ear, streamlining the process of obtaining ear topology measurements for custom-fit in-ear devices.

It is composed of a portable handheld scanner with a video otoscope for visualization and navigation of the ear canal. Images are captured and a 3D scan of the ear is generated using state-of-the-art optics and stitching algorithms in under a minute.

3D Ear Canal Scanner Promises Better-Fitting Hearing Aids

This technology would replace the current time-consuming process, whereby audiologists generate an impression of the patient's ear using a resin-based substance. This messy substance is injected into the ear canal where it solidifies. The removal of the mold can be uncomfortable and may also cause distortion of the impression's shape.

The 3D ear scanning system, which will be commercially available later this year, was developed and tested in collaboration with audiologists and hearing device manufacturers. It is expected to drive innovation in the hearing aid, consumer audio, industrial noise protection, military, and communication markets. You can check it out in the video below:

Office-As-A-Service RocketSpace Doubles Real Estate - TechCrunch

Startups around the world are desperate for office space in the San Francisco Bay Area, so tomorrow RocketSpace will announce the lease of a new 50,000 sq. ft. office so it can house startups with up to 60 employees instead of capping them at 30. Along with this RocketSpace Suites project, the ?office-as-a-service? plans to lock down another 100,000 sq. ft. spot and open a space in London this year.

RocketSpace currently provides plug-and-play office space for 130 startups and their 600 employees at a per-person, per-month rate. It lets founders concentrate on their businesses while RocketSpace handles leases, security, bandwidth, firewalls and other office hassles. CEO Duncan Logan told me in a meeting today that one of RocketSpace?s biggest problems is that due to space contraints, ?we kick out companies when they get to 3o employees.??Fast-rising startups like Uber, Spotify, Kabam, and Leap Motion have all gotten the boot. It?s also receiving far more qualified applicants than it has room for. RocketSpace needed more, well, space. Meanwhile, its current real estate is literally about to get steamrolled. Obama wishes Mandela well, calls him an inspiration

WASHINGTON (Reuters) - President Barack Obama sent his best wishes on Thursday to former South African President Nelson Mandela, who is being treated in a hospital for a recurring lung infection, and called the 94-year-old anti-apartheid leader an inspiration.

"He is as strong physically as he's been in character and in leadership over so many decades, and hopefully he will ... come out of this latest challenge," Obama told reporters at the White House while meeting with four visiting African leaders.

"When you think of a single individual that embodies the kind of leadership qualities that I think we all aspire to, the first name that comes up is Nelson Mandela. And so we wish him all the very best," Obama said.

Mandela, who was imprisoned for 27 years by South Africa's apartheid government, became the nation's first black president in 1994 and stepped down five years later. Obama is the first black president of the United States.

Obama made his remarks after meeting with leaders from Sierra Leone, Senegal, Malawi, and Cape Verde. Obama said they discussed how Washington could continue to partner effectively with each country.

Scooter ads face scrutiny from gov't., doctors

(AP) ? TV ads show smiling seniors enjoying an "active" lifestyle on a motorized scooter, taking in the sights at the Grand Canyon, fishing on a pier and high-fiving their grandchildren at a baseball game.

The commercials, which promise freedom and independence to people with limited mobility, have driven the nearly $1 billion U.S. market for power wheelchairs and scooters. But the spots by the industry's two leading companies, The Scooter Store and Hoveround, also have drawn scrutiny from doctors and lawmakers who say the ads make seniors think they need a scooter to get around when many don't.

Members of Congress say the ads lead to hundreds of millions of dollars in unnecessary spending by Medicare, which is only supposed to pay for scooters as a medical necessity when seniors are unable to use a cane, walker or regular wheelchair. Government inspectors say up to 80 percent of the scooters and power wheelchairs Medicare buys go to people who don't meet the requirements. And doctors say more than money is at stake: Seniors who use scooters unnecessarily can become sedentary, which can exacerbate obesity and other disorders.

"Patients have been brainwashed by The Scooter Store," says Dr. Barbara Messinger-Rapport, director of geriatric medicine at the Cleveland Clinic. "What they're implying is that you can use these scooters to leave the house, to socialize, to get to bingo."

The scooter controversy, which has escalated with a raid by federal authorities on The Scooter's Store's New Braunfels, Texas, headquarters last month, underscores the influence TV ads can have on medical decisions. Like their peers in the drug industry, scooter companies say direct-to-consumer advertising educates patients about their medical options. But critics argue that the scooter spots are little more than sales pitches that cause patients to pressure doctors to prescribe unnecessary equipment.

The Scooter Store and Hoveround, both privately held companies that together make up about 70 percent of the U.S. market for scooters, spent more than $180 million on TV, radio and print advertising in 2011, up 20 percent from 2008, according to advertising tracker Kantar Media. Their ads often include language that the scooters can be paid for by Medicare or other insurance: "Nine out of ten people got them for little or no cost," states one Hoveround ad.

Hoveround did not respond to a half-dozen requests for comment. The Scooter Store, the nation's biggest seller of scooters, said that most people who contact the company after seeing the ads do not ultimately receive a scooter.

"The fact that 87 percent of the persons who seek power mobility products from The Scooter Store under their Medicare benefits are disqualified by the company's screening process is powerful evidence of the company's commitment to ensuring that only legitimate claims are submitted to Medicare," the company said in a statement. The Scooter Store has been operating with a streamlined staff in recent days, following massive layoffs in the wake of the raid by federal agents.

Insurance executives say doctors who don't understand when Medicare is supposed to pay for scooters are partly to blame for unnecessary purchases.

Scooters ? which are larger than power wheelchairs and often include a handlebar for steering ? are covered by Medicare if they are prescribed by a doctor who has completed an evaluation showing that a patient is unable to function at home without a device.

The doctor fills out a lengthy prescription form and sends it to a scooter supplier that delivers the device to the patient and then submits the paperwork to Medicare for payment. Medicare pays about 80 percent of that cost, which can range from $1,500 to $3,500. The remainder is often picked up by supplemental insurance or the government-funded Medicaid program for low-income and disabled Americans.

The process can help immobile seniors get equipment that improves their lives. Ernest Tornabell of Boynton Beach, Fla., received a scooter from Pride, a smaller manufacturer, through Medicare about six years ago. Tornabell, 73, suffers from obesity, diabetes and lung disease and says he used to never leave his house. Now, using the scooter he can walk his dog, go to the grocery store and run other errands.

"I couldn't really get out and do anything before. Now I have a lot more mobility," said Tornabell, whose doctor recommended that he get the device.

But Dr. Stephen Peake, medical director for the insurer Blue Cross Blue Shield in Tennessee, says doctors can often be as uninformed about the appropriate role of scooters as patients.

"I talk to a lot of physicians about this subject ... and after our discussions, they don't understand that you can't get a power mobility device so mom can go to the park with the family," Peake said in testimony before the Senate Committee on Aging last year.

One reason for the confusion? Doctors say scooter companies are just as aggressive with health professionals as they are in marketing to their patients.

Dr. Jerome Epplin of Litchfield, Ill., who also testified before the Senate, estimates that only about one of every 10 patients who ask him for a scooter actually needs one. But he said that sales representatives from some scooter companies put pressure on him by accompanying patients to his office. The effect is coercive, he says.

"It can be intimidating," Epplin says. "I see it as an inappropriate attempt to influence my clinical judgment when I'm evaluating a patient."

Allegations of Medicare fraud within the industry go back nearly a decade.

In 2005, the U.S. Justice Department sued The Scooter Store, alleging that its advertising enticed seniors to obtain power scooters paid for by Medicare, and the company then sold patients more expensive scooters that they did not want or need. The Scooter Store settled that case in 2007 for $4 million.

As part of the settlement, The Scooter Store was operating under an agreement that made the company subject to periodic government reviews between 2007 and last year. In 2011, the latest review available, government auditors estimated that The Scooter Store received between $47 million and $88 million in improper payments for scooters.

The Scooter Store took no action to repay the money until February 2012, when the Health and Human Services' inspector general threatened to bar the company from doing business with Medicare, which accounts for about 75 percent of its revenue, according to its congressional testimony.

The company said the government's estimate was flawed and that it was willing to repay $19.5 million in overpayments. The company has paid about $5.7 million. The rest is scheduled for repayment by 2017.

Medicare said in a January letter that it accepted the fee based on The Scooter Store's own assessment of what it owed, but that the agreement "does not absolve The Scooter Store from any further liability."

In recent months, Sen. Richard Blumenthal, D-Conn., and other members of the Senate Aging Committee have pushed Medicare to recover the millions of dollars spent on unnecessary scooters each year. Those purchases totaled about $500 million in 2011, the latest year available, according to a report by the Department of Health and Human Services' inspector general.

Medicare, which says that it does not have control over how companies market the scooters, launched a pilot program designed to reduce wasteful spending on scooters.

Under the program, government contractors in seven states review patients' medical documentation to make sure they need a wheelchair or scooter before approving payments for a device. The program is being tested in a small number of states ? including Florida, California and New York ? because the government must pay contractors extra to review additional paperwork.

The program has been criticized by The Scooter Store's executives, who say that contractors are too strict in their reviews, rejecting payments for power chairs that are genuinely needed.

The reduced payments are hurting the company, which was founded in 1991. The Scooter Store has spent nearly $1 million lobbying Congress over the last two years, almost exclusively focused on the Medicare review program. And the company laid off about 370 employees in the past year, blaming the reduced payments it's been getting from Medicare.

Then, last week, The Scooter Store notified most of its remaining 1,800 employees that their jobs were being eliminated. The company said in a statement to the Associated Press that it is operating with a workforce of 300 employees ? down from the 2,500 workforce it had at its peak ? while trying to restructure its operations.

The mass layoffs followed a raid in February by about 150 agents from the FBI, the Department of Justice and the Texas attorney general's Medicaid fraud unit. Authorities searched the company's headquarters.

Federal authorities have declined to speak about the raid, but scooter industry critics in Congress praised the action.

"This raid is a welcome step toward cracking down on waste and fraud in Medicare," said Blumenthal, the Connecticut senator. "I have urged action to stop abusive overpayments for such devices ? costing taxpayers hundreds of millions of dollars and preying on seniors with deceptive sales pitches."

Picking apart photosynthesis: New insights could lead to better catalysts for water splitting

Mar. 28, 2013 ? Chemists at the California Institute of Technology (Caltech) and the Lawrence Berkeley National Laboratory believe they can now explain one of the remaining mysteries of photosynthesis, the chemical process by which plants convert sunlight into usable energy and generate the oxygen that we breathe. The finding suggests a new way of approaching the design of catalysts that drive the water-splitting reactions of artificial photosynthesis.

"If we want to make systems that can do artificial photosynthesis, it's important that we understand how the system found in nature functions," says Theodor Agapie, an assistant professor of chemistry at Caltech and principal investigator on a paper in the journal Nature Chemistry that describes the new results.

One of the key pieces of biological machinery that enables photosynthesis is a conglomeration of proteins and pigments known as photosystem II. Within that system lies a small cluster of atoms, called the oxygen-evolving complex, where water molecules are split and molecular oxygen is made. Although this oxygen-producing process has been studied extensively, the role that various parts of the cluster play has remained unclear.

The oxygen-evolving complex performs a reaction that requires the transfer of electrons, making it an example of what is known as a redox, or oxidation-reduction, reaction. The cluster can be described as a "mixed-metal cluster" because in addition to oxygen, it includes two types of metals -- one that is redox active, or capable of participating in the transfer of electrons (in this case, manganese), and one that is redox inactive (calcium).

"Since calcium is redox inactive, people have long wondered what role it might play in this cluster," Agapie says.

It has been difficult to solve that mystery in large part because the oxygen-evolving complex is just a cog in the much larger machine that is photosystem II; it is hard to study the smaller piece because there is so much going on with the whole. To get around this, Agapie's graduate student Emily Tsui prepared a series of compounds that are structurally related to the oxygen-evolving complex. She built upon an organic scaffold in a stepwise fashion, first adding three manganese centers and then attaching a fourth metal. By varying that fourth metal to be calcium and then different redox-inactive metals, such as strontium, sodium, yttrium, and zinc, Tsui was able to compare the effects of the metals on the chemical properties of the compound.

"When making mixed-metal clusters, researchers usually mix simple chemical precursors and hope the metals will self-assemble in desired structures," Tsui says. "That makes it hard to control the product. By preparing these clusters in a much more methodical way, we've been able to get just the right structures."

It turns out that the redox-inactive metals affect the way electrons are transferred in such systems. To make molecular oxygen, the manganese atoms must activate the oxygen atoms connected to the metals in the complex. In order to do that, the manganese atoms must first transfer away several electrons. Redox-inactive metals that tug more strongly on the electrons of the oxygen atoms make it more difficult for manganese to do this. But calcium does not draw electrons strongly toward itself. Therefore, it allows the manganese atoms to transfer away electrons and activate the oxygen atoms that go on to make molecular oxygen.

A number of the catalysts that are currently being developed to drive artificial photosynthesis are mixed-metal oxide catalysts. It has again been unclear what role the redox-inactive metals in these mixed catalysts play. The new findings suggest that the redox-inactive metals affect the way the electrons are transferred. "If you pick the right redox-inactive metal, you can tune the reduction potential to bring the reaction to the range where it is favorable," Agapie says. "That means we now have a more rational way of thinking about how to design these sorts of catalysts because we know how much the redox-inactive metal affects the redox chemistry."

The paper in Nature Chemistry is titled "Redox-inactive metals modulate the reduction potential in heterometallic manganese-oxido clusters." Along with Agapie and Tsui, Rosalie Tran and Junko Yano of the Lawrence Berkeley National Laboratory are also coauthors. The work was supported by the Searle Scholars Program, an NSF CAREER award, and the NSF Graduate Research Fellowship Program. X-ray spectroscopy work was supported by the NIH and the DOE Office of Basic Energy Sciences. Synchrotron facilities were provided by the Stanford Synchrotron Radiation Lightsource, operated by the DOE Office of Biological and Environmental Research.

Sprint, Softbank agree to ditch Huawei over spy concerns

Sprint Softbank Merger Huawei EquipmentSprint

Sprint (S) and Japanese carrier Softbank (SFTBY) have confirmed to U.S. lawmakers they won?t use equipment from Huawei following their upcoming merger, Bloomberg reported. Softbank announced plans last October to pay more than $20 billion to acquire a 70% stake in Sprint. The deal was approved by the board of directors at both companies and was awaiting the green light from the Federal Communications Commission.

[More from BGR: Sony reveals new details about PlayStation 4 controller]

Earlier this year, however, the United States Department of Justice asked the FCC to defer the planned merger so that it would have more time to review the proposal for ?any national security, law enforcement, and public safety issues.?

[More from BGR: How you know Samsung has hit it big: Best Buy is giving it its own in-location ?store?]

U.S. officials have become increasingly worried about telecom equipment provided by Chinese companies Huawei and ZTE. It was previously reported that both companies could be working with the Chinese government for non-commercial reasons.

?If government approval of the transaction is somehow contingent on an agreement to restrict purchase of equipment from any vendor based on the flag of heritage, then it is a sad day for free and open global trade and it does nothing to secure the network,? Bill Plummer, a Huawei spokesperson, said regarding the news. ?Everyone is global and every company faces the same cyber challenges.?

Sprint also plans to replace Huawei equipment in Clearwire?s network, in which the company owns a majority stake.

?I have met with Softbank and Sprint regarding this merger and was assured they would not integrate Huawei in to the Sprint network and would take mitigation efforts to replace Huawei equipment in the Clearwire network,? said Representative Mike Rogers, a Michigan Republican who is the head of the House Intelligence Committee.

A beginner's guide to collecting art | Little Village

Art City

If you truly love art, collecting it will be like owning a gigantic block of soap you whittle constantly into shapes.

This business of art is a universe of beautiful chaos wherein it is difficult to mount a supernova on your wall. Where does art start and stop, and what?s more, when can it become something defined by ownership or possession?

There?s found art, stripped of contexts and reupholstered in newer, shiner thematic bows; there?s pricy gallery store art from local or established national artists trying to make it as movers of meaning and memory. There?s everything in between. And if you want it, how can you get it without being a monocle-wearing walking-money-bag hustling to auctions where they probably have little numbered signs and the auctioneer snootily says your number followed by naming off some huge sum? ?Sold, for a thousand, skrillion dollars to number one,? this irksome human wealth-stain might say.

Why do you want to collect art?

Is it for cache? For riches? It should be for cache. Do you love art and need to be surrounded with it the way one might surround oneself with kindly stacks of books or particularly tolerable people? Do you love a certain aesthetic and want to maximize it with art, or conversely bend your apartment?s design around an artist or art style? The more you feel it, the better.

For collecting art to someday resell it and be rich is a costly gamble that will probably leave you with a gaping hole. In most cases, wealthy art collectors buy established artists? pieces and if they resell them at all, they do so for comparable value.

For some, art collection is an economic game. For others, it?s a lifestyle veneer covering other lifestyles. Do you love art? Do you like art staring back at you? Do you like being watched sometimes? Consider being a collector.

If you truly love art, collecting it will be like owning a gigantic block of soap you whittle constantly into shapes.

It?s not marble?marble is too hard to put back together. When you get soap wet, you can sort of mush it back into one form. So it is with art collection?by immersing yourself in artwork, you will ebb and flow with stylistic interests like the artists themselves. Do you prefer minimal work? Loud sculpture? Animal prints? Ugly, smeared portraiture? Photography of all colors or subjects? You will whittle this figurative giant soap block into shapes that interest and intrigue you.

Framing is an absolutely ridiculous business.

joann's 2When it comes to paintings or prints, most frame stores will give you price quotes that vastly out-cost the artwork itself, and they will somehow do it with a human expression on their faces, as if they were living, breathing people who felt empathy (and other emotions) as we do. Yet you must never ever sacrifice work for the frame itself.

You will hate yourself for having clipped or folded or bent work that you just know wasn?t meant to be that way. Always measure the art upon acquisition.

I have a couple of more affordable framing options to offer you. One is to make a pilgrimage to Ikea and buy some of their really awesome frames that are totally affordable. Going to Ikea is like a trip to a very well-organized space station, anyway, and maybe you will get some of those horsemeat meatballs that have been in the news lately!

My second suggestion is to go thrift shopping for frames. This one amazes me to this day?expensive, high quality frames are often used to house posters or prints that you can simply remove. They have myriad frames, and while you might be shaking thinking about unmatched frames across your living space, consider the different juxtaposition each might have against the ?gallery walls? of each room ? and ask yourself one more time if it?s about aesthetic, obsession, both or neither.

Collecting art will teach you that there are many ways to invest in people.

Hanging work by friends and family is another example of just how art can function. It?s not just about challenging yourself with images, but about giving shout outs to your loved ones. Art makes a home out of a house. Art makes a town into a community. In fact, there is an art school here in Iowa City. Why not familiarize yourself with the University?s art buildings and show fliers?

They operate out of a once-was-Menards, but it?s an overwhelmingly expansive gallery with endless emerging talent. An almost factory-like art producing studio pumping out the shock of the new at a pace like it does is in many ways utopian. We do not know the directions the art world will take. We cannot map or measure that which is at its core wildly seeking abstraction and subversion.

The best you can do is observe. Consider using Facebook (or whatever bigger-fish social networking site ends up eating Facebook) to learn about emerging local artists, THEIR artist friends and THEIR artist etceteras!

When you meet artists, ask questions.

There?s a troublesome phenomenon I see a lot at readings; I will hear people whispering their questions to one another about the work or know them personally and know they have things they?d like to speak to the writer about, usually about process of esotery of the work. But when a Q and A happens, the energy becomes so pointedly focused that they don?t want to risk impaling themselves in front of everyone by talking.

What makes art openings special is that you can approach the artist often in confidence?imagine if YOU were that artist. Wouldn?t you love people expressing interest in your work? No matter how cool and aloof they look, that?s what they?re feeling. Asking is learning.

Know your limits.

When I lived in Brooklyn, my ex-girlfriend and I came across an armless, legless sculpture in the trash. It was what looked like a stone Greek sculpture with a few colorful paint splatters?a real found treasure! I had to have it. But carrying it home for no charge came with a price tag: My back will always click a few more times than it normally would when I get up in the morning.

Do you have the room for your art? There?s nothing sadder than an impotent art collection languishing in butcher paper or cardboard piles unhung and unappreciated.

Collecting art needs to be like a weird umbrella that opens slowly, largely, colorfully and begins to draw attention from wet streetwalkers. Lots of artists like Helvetica-font-and-tons-of-white-space-Tumblr websites. Seek them out. Where you live can be the art community you never realized you were seeking all along.
