Donovan McNabb still wants to play in NFL, says he?s looking at ?about three teams?

Donovan McNabb says he isn?t done being a quarterback in the NFL.

Whether he?ll find a team that agrees with his assessment is another matter.

?I have about three teams that I?m looking at,? McNabb said, in an NBC SportsTalk interview Thursday.

He declined to name names, but says his checklist is ?a solid running game, weapons on the outside, a defense that?s been playing well and playing well together and that?s ready to win right now.?

?I think teams are evaluating what they have. They are looking at their young quarterbacks, their backup situation. Obviously their starters they feel very confident in, but if things were to go wrong in training camp or maybe the competition isn?t where they need it to be, they would obviously pick up the phone and call,? he said. ?Being an older player, I am focusing on strengthening my body as well as my mind.?

McNabb estimated his chances of playing in the NFL at between ?80 and 90 percent? and, in May, he said he?s working out and losing weight. But given how things went with the Redskins and Minnesota Vikings, where he clearly was out of shape and out of sorts, maybe this isn?t the best idea.

It?s All About the Minerals: Why America Shouldn?t Fear China's Rare Earth Monopoly

Another month, another rare earth supply scare.

Last week the Chinese government released its first official report into its domestic rare earth element (REE) industry, and for many it made very uncomfortable reading.

China, which according to various estimates produces between 90 to 98 percent of the world's rare earth supplies, warned that a decline in its rare earth resources was "accelerating."

"After more than 50 years of excessive mining, China's rare earth reserves have kept declining and the years of guaranteed rare earth supply have been reducing," the paper said.

"In Baotou [the largest rare earth industrial base in China] only one-third of the original volume of rare earth resources is available in the main mining areas."

For China's biggest rare earth importers (the U.S., Japan and Europe) the report was nothing more than an excuse to justify rare earth export quotas imposed by Beijing in March last year.

So-called rare earths (they are in fact not so rare, just very hard and environmentally risky to mine) are a group of 17 elements essential for the manufacture of most hi-tech gadgets, military hardware and renewable energy equipment.

Their super durable and highly conductive properties make them indispensable in a range of applications including, for instance, the lining of jet fighter engine manifolds, flat screen TVs and the magnets used in wind turbines.

China maintains that the quotas are not intended to hurt other nations, and are only in place to protect the environment and conserve its supplies.

Regardless, they have had a huge effect on the price of these essential elements.

Shortly after last year's export squeeze, dysprosium oxide -- used in magnets, lasers and nuclear reactors -- rose to about $1,470 a kilogram from $700 to $740 in just one month, Bloomberg reported.

Faced with potential supply bottlenecks and costly price hikes, in March the U.S., along with the EU and Japan took China to the World Trade Organization (WTO) in a bid to force Beijing into dropping the rare earth quotas.

The U.S. has been particularly vocal in its opposition to Chinese rare earth policy, with President Barack Obama telling reporters in March he expected China to "play fair" when it comes to international trade.

"We want our companies building those products right here in America," Obama said.

?"But to do that, American manufacturers need to have access to rare earth materials which China supplies. Now, if China would simply let the market work on its own, we'd have no objections."

The White House's anger is echoed by U.S. industry bodies and particularly the Department of Defense, who fear future supply cuts could affect their ability to purchase and maintain everything from fighter aircraft to night vision goggles.

According to a 2011 DOD report, the U.S. military has been carefully monitoring the situation, and recommended a re-evaluation of the U.S. position regarding rare earths.

?"China supplies approximately 97 percent of the world's RE," the report said.

"It is essential that a stable non-Chinese source of REO be established so that the U.S. RE supply chain is no longer solely dependent on China's RE exports."

The paper calls for a re-establishment of the Critical Minerals Program, abandoned in the 1990s, which kept Congress abreast of potential supply shortages and impending materials shocks.

The report also suggests stockpiling key rare earth elements to "increase the security of the domestic U.S. supply for rare earths," and funding more research into the processing and handling of rare earths.

Congress has been even more vocal in its concerns, with three senators writing to the Secretary of Defense Robert Gates in January last year saying that the current rare earth supply chain represents a "serious vulnerability to our national security."

"Yet early indications are the DOD has dismissed the severity of the situation to date," the letter continued.

But in spite of the hyperbole emanating from Washington, the same DOD report notes: "As Capital investment plans for additional non-Chinese capacity become a reality, prices should significantly trend downward on a similar path as in the 1988-1933 period, when market dynamics were very similar to what they are today."

The Chinese, meanwhile, have also been at pains to downplay their own dominance of the market. Last week's official report took an almost mocking tone towards what it said was an unnecessary fear from the U.S. and other worried nations.

"For some time now, some countries have been particularly fretful about the situation of China's rare earth industry and related policies, doing a lot of guesswork and conjuring up many stories," the report stated.

And according to Dr. Karl Gschneidner, the founding Director of the Rare-earth Information Center and an expert who has testified before Congress on the issue of rare earth supply, China may just be right.

"The industry in terms of supply is not perfect yet, but it is slowly coming together," he said.

"We can see the light at the end of the tunnel, and domestic suppliers, such as MolyCorp [NYSE:MCP] are going as fast as they can to make up supplies."

Molycorp, who own the Mountain Pass rare earth mine in California - which once supplied the majority of the world's rare earth elements - are just one of a growing number of North American mine operators aiming to break the Chinese stranglehold on rare earths.

The company's $781 million 'Project Phoenix' expansion of the Mountain Pass facility is due to come on-line later this year, boosting annual production up to 10,000 tons.

Elsewhere in North America, drilling at Rare Element Resources' Wyoming-based Bear Lodge Project also got underway in June. Bear Lodge contains one of the largest disseminated rare earth element deposits in North America.

"There's always going to be some competition with China," Gschneidner added.

"The main problem is we don't have enough experts, but I think they are going to start coming back in."

"For the U.S. it's a matter of time working it out. It's not over, but I'm not worried China is going to dominate this country [using REEs]."

In June, advisory body Technology Metals Research also pointed out that China could be about to lose its REE monopoly, citing 35 rare earth mining projects in various stages of development or production in other countries.

"It's possible that 15-20 percent of rare earth minerals could be mined outside of China by the end of 2020," added supply expert Paul Martyn in a piece for Forbes magazine earlier this month.

Even the DOD report cited Molycorp and others as examples of how, in the not too distant future, America will be free of its overreliance on China for its supplies of rare earths.

As if on cue, Friday saw Japan announce it had found a massive deposit of rare earth minerals in its Pacific seabed.

According to reports, the 6.8 million ton discovery is enough to supply Japanese industry for the next 200 years, according to Tokyo University professor Yasuhiro Kato.

"Specifically on dysprosium, I estimate at least 400 years worth of Japan's current consumption is in the deposits," Agence-France Presse reported Kato as saying.

"We can start drilling in the mud, using oil extraction technology, within three years at the earliest and start producing rare earth minerals within five years," he said.

Added to this, the statistics that critics base their arguments on can be misleading to say the least.

According to Beijing's figures, China holds 23 percent of the world's rare earths reserves.

On the other hand, the United States Geographical Survey (USGS) puts this figure at 36 percent, while a congressional report released earlier this month warned China's share of world reserves was as high as 50 percent.

That's a difference of 27 percent.

"Reserves are wild guestimates," said Professor Andre Geim from the University of Manchester in the U.K.

"36 percent is certainly a too accurate a number to be believable."

"In addition, rare earth materials are nothing like oil. The reserves?are not limited to a certain depth: the?deeper you dig the more you find, becoming more and more expensive."

Exxon's CEO: Climate, energy fears overblown

ExxonMobil CEO Rex Tillerson says fears about climate change, drilling, and energy dependence are overblown.

In a speech Wednesday, Tillerson acknowledged that burning of fossil fuels is warming the planet, but said society will be able to adapt. The risks of oil and gas drilling are well understood and can be mitigated, he said. And dependence on other nations for oil is not a concern as long as access to supply is certain, he said.

Tillerson blamed a public that is "illiterate" in science and math, a "lazy" press, and advocacy groups that "manufacture fear" for energy misconceptions in a speech at the Council on Foreign Relations.

He highlighted that huge discoveries of oil and gas in North America have reversed a 20-year decline in U.S. oil production in recent years. He also trumpeted the global oil industry's ability to deliver fuels during a two-year period of dramatic uncertainty in the Middle East, the world's most important oil and gas-producing region.

"No one, anywhere, any place in the world has not been able to get crude oil to fuel their economies," he said.

In his speech and during a question-and-answer session after, he addressed three major energy issues: Climate change, oil and gas drilling pollution, and energy dependence.

Tillerson, in a break with predecessor Lee Raymond, has acknowledged that global temperatures are rising. "Clearly there is going to be an impact," he said Wednesday.

But he questioned the ability of climate models to predict the magnitude of the impact. He said that people would be able to adapt to rising sea levels and changing climates that may force agricultural production to shift.

"We have spent our entire existence adapting. We'll adapt," he said. "It's an engineering problem and there will be an engineering solution."

Andrew Weaver, chairman of climate modeling and analysis at the University of Victoria in Canada, disagreed with Tillerson's characterization of climate modeling. He said modeling can give a very good sense of the type of climate changes that are likely. And he said adapting to those changes will be much more difficult and disruptive than Tillerson seems to be acknowledging.

Steve Coll, author of the recent book "Private Empire: ExxonMobil and American Power," said he was surprised Exxon would already be talking about ways society could adapt to climate change when there is still time to try to avoid its worst effects. Also, he said, research suggests that adapting to climate change could be far more expensive than reducing emissions now. "Moving entire cities would be very expensive," he said.

Legislation or regulation that would help slow the emissions of global warming gases would likely lead to lower demand for oil and gasoline, and could reduce Exxon's profit.

Tillerson expressed frustration at the level of public concern over new drilling techniques that tap natural gas and oil in shale formations under several states. He said environmental advocacy groups that "manufacture fear" have alarmed a public that doesn't understand drilling practices ? or math, science or engineering in general. He blamed "lazy" journalists for producing stories that scare the public but don't investigate the claims of advocacy groups.

Drilling for oil and gas will always involve risks of spills and accidents, he said. But those risks are manageable and worth taking because they are small given the amount of energy they produce.

Drilling in shale formations, he said, only poses a small risk to those living nearby. It is neither life threatening nor long lasting and can be controlled in the event of an accident.

Drillers force millions of gallons of water mixed with sand and some hazardous chemicals into shale formations. The technique breaks up rock and creates escape routes for oil and gas. If the drilling wastewater is not treated properly or if it seeps through cracked drilling pipes, it could contaminate drinking water.

The industry's biggest challenge, he said, is "taking an illiterate public and try to help them understand why we can manage these risks."

Tillerson made a distinction between energy security and energy dependence. He said that energy security ? making sure that the economy has access to energy ? is crucial.

But he said access to energy is not in peril. "Some of the fears around energy security are not well founded," he said.

The quest for energy independence, though, is misguided, he said. It doesn't matter where the U.S. gets oil because crude is priced globally. Even if the U.S. used only oil from North America, a disruption in the Middle East would increase global prices, hurt the U.S. and global economies, and force Americans to pay more at the pump.

Even if the U.S. no longer needed Middle Eastern oil, it would likely want to play a major role in helping maintain the region's security, Tillerson said.?

Steve Ressler: How Is the Government Communications Office ...

As the nature of our media shifts, the nature of our communications offices will be forced to shift as well.

Recently, GovLoop member Dave Hebert asked the community: "What will the future of government communications look like?" Even though he leads internal communications at his agency, he was asked to assume responsibility for public-facing web content. Their functions are fairly different -- as Hebert describes, "One is concerned with an audience, and the other is a communications medium and construct. And trying to balance the often-disparate needs of each function was, at times, a little schizophrenic."

Is there a way to house both of these departments under one roof? With budget constraints and personnel cuts, it appears that whether we are ready or not, both traditional and digital -- and internal and external -- communication teams will have to find a way to work together.

Hebert sees the future of government communications relying on three basic competencies: writing/storytelling, digital/multimedia, and measurement. It is important to create captivating content with quick headlines that will grab attention on mobile and social media, to have a diverse set of journalism skills, and to be flexible and responsive to the audience.

Building on those competencies, Dannielle Blumenthal outlined the traits that a communication team member needs: "Must be technical. Must be versatile. Must work well under pressure. Must be resourceful. Must not worship words but welcome video, photography, design, multimedia of all kinds. Must constantly learn. Must have amazing project management skills and be a true team player. Must get coffee twice a day because the job is always two or three jobs in one."

Dan Slee also listed what press offices need to accomplish, starting with the basics:

  • Have basic journalism skills.
  • Know how the machinery of local government works.
  • Write a press release.
  • Work under speed to deadline.
  • Understand basic photography.
  • Understand sub-editing and page layouts.


Slee also made a distinction between Web 1.0, Web 2.0 and even "Web 3.0" skill sets:

Web 1.0:

Web 2.0:

  • Create podcasts

  • Create and add content to a Facebook page

  • Create and add content to a Twitter stream

  • Create and add content to Flickr

  • Create and add content to a blog

  • Monitor and keep abreast of news in all the form it takes from print to TV, radio and the blogosphere

  • Develop relationships with bloggers

  • Go where the conversation is whether that be online or in print

  • Be ready to respond out-of-hours because the internet does not recognise a print deadline


Web 3.0:

  • Create and edit geotagged data such as a Google map

  • Create a data set

  • Use an app and a mash-up

  • Use basic html

  • Blog to challenge the mis-interpretation of data

Combining the old and the new is not going to be an easy process, and will not happen overnight. The traditionalists and the digitalists will need to communicate well with each other -- perhaps with the help of a specialized officer -- and collaborate in order to achieve success. As Slee says, "there's no point in having an old school team with spiral-bound notebooks and in the next room a digital team with jet packs and Apple Macbook pros not communicating."

Zuidema has plenty of experience, having served as Chief Commercial Officer for Dutch cable operator, Casema, where he's said to have played a "significant role" at the company during a 2006 merger that lead to a $2.6 billion sale. Some MacBook Pro Retina screens may have ghosting issue

Some of?Apple's new MacBook Pros with the?Retina display may be seeing?ghosting images?appearing on the screen.

The issue has been noticed and commented on by those on Apple's community forums, on?YouTube?(see below),?as well as by long-time Mac pros. Among them is Lloyd Chambers, whose Mac Performance Guide website for pro photographers and "performance addicts," showed a photo of the ghosting problem.

"A latent image 'burns in'?to the deskop when a window is left on screen," wrote Chambers on his website. "This has now happened repeatedly.

"The problem occurs in as little as 20 minutes; close the window and the desktop is left with a latent image; a ghost image of whatever text or graphic was in the window left on screen."

Msnbc.com has contacted Apple for comment; we will update this post if we hear back. Individual users, sharing their stories on the company's support site, have said that when they've notified Apple, or taken their laptops into Apple stores, new laptops have been ordered for them as replacements. The reason for the problem has not yet been explained.

But the issue is frustrating, especially as the new laptop's starting price is $2,199. The Retina display, which has an?unprecedented 2880-by-1800 pixels, has received generally rave reviews.

Different users are seeing the problem in different areas of the display. "Aut0maticdan" wrote on Apple's support site:

I was messing with it last night and the mark goes from the bottom to about an inch above the bottom of the screen.? Facebook draws user ire with email switcheroo

MENLO PARK, Calif. (AP) ? Facebook has changed your email address. At least that's how many felt after a quiet but vast change in the way the company displays users' contact information.

In yet another change to its website that irked users, Facebook replaced the email address you picked to display on your profile page when you signed up for the online social network and changed it to an (at)facebook.com address.

Previously, users may have had a yahoo.com or gmail.com address displayed, so that if other users wanted to contact them outside of Facebook, they could. Sending an email to a Facebook.com address will land the email in the messages section of your Facebook profile. It means keeping Facebook's already-captive audience even more captive.

The email change was first pointed out by bloggers over the weekend and publicized by media outlets Monday, leading to gripes from users, usually on their Facebook pages.

But you can reset your profile if you're bothered by the change. Facebook didn't delete the previously displayed email addresses. To revert back to your original address, click on the "about" section of your profile. Once there, look for "Contact Info" and click on the edit icon on its right hand corner. There, you can change who can see your email address and which email addresses they can see.

Sending an email to a Facebook.com email address allows users to communicate with outside email addresses via Facebook, but it's unclear how popular they have been. Popular as it has been with more than 900 million monthly users, Facebook messages and posts have not replaced email, texting and other forms of communication.

Facebook didn't say why it made the email switch, though it said in April it was "updating addresses on Facebook to make them more consistent across our site."

"Ever since the launch of Timeline, people have had the ability to control what posts they want to show or hide on their own timelines, and today we're extending that to other information they post, starting with the Facebook address," Facebook spokeswoman Jillian Stefanki said in an email late Monday.

Facebook is well known for making changes to its website that have irritated users, sometimes temporarily. Some users are still holding out switching their old profile pages to the Timeline, which lists users' life events, updates and photos in chronological order, dating back to their birth if they shared that information on Facebook. In 2006, there was a big uproar over a now-central feature of Facebook, the news feed that tells people what their friends are doing.

During the monument's construction around 3000 B.C. to 2500 B.C., Britain's Neolithic people were becoming increasingly unified, said study leader Mike Parker Pearson of the University of Sheffield.

"There was a growing islandwide culture ? the same styles of houses, pottery and other material forms were used from Orkney to the south coast," Parker Pearson said in a statement, referring to the Orkney Islands of northern Scotland. "This was very different to the regionalism of previous centuries."

By definition,?Stonehenge?would have required cooperation, Parker Pearson added.

"Stonehenge itself was a massive undertaking, requiring the labor of thousands to move stones from as far away as west Wales, shaping them and erecting them. The new theory, detailed in a new book by Parker Pearson, "Stonehenge: Exploring the Greatest Stone Age Mystery" (Simon & Schuster, 2012), is one of many hypotheses about the mysterious monument. Theories range from completely far-fetched (space aliens?or the wizard Merlin built it!) to far more evidence-based (the monument may have been an astronomical calendar, a burial site, or both).

The Culture of Stonehenge

Along with fellow researchers on the Stonehenge riverside Project, Parker Pearson worked to put Stonehenge in context, studying not just the monument but also the culture that created it.

What they found was evidence of a civilization transitioning from regionalism to a more integrated culture. Nevertheless, Britain's Stone Age people were isolated from the rest of Europe and didn't interact with anyone across the English Channel, Parker Pearson said.

"Stonehenge appears to have been the last gasp of this?Stone Age culture, which was isolated from Europe and from the new technologies of metal tools and the wheel," Parker Pearson said.

Stonehenge's site may have been chosen because it was already significant to Stone-Age Britons, the researchers suggest. The natural land undulations at the site seem to form a line between the place where the sun rises on the summer solstice and where it sets in midwinter, they found. Neolithic people may have seen this as more than a coincidence, Parker Pearson said.

The British monarch's planned meeting Wednesday with former Irish Republican Army commander Martin McGuinness comes the day after her visit to Enniskillen, where a no-warning IRA bomb in 1987 killed 11 Protestant civilians and wounded 63 others as they commemorated British dead from the two world wars.

The queen is expected to meet survivors and relatives of the dead alongside religious services in Enniskillen's neighboring Protestant and Catholic cathedrals.

Women want it all? It's time to fight for it

Former Obama administration official Anne-Marie Slaughter talks to TODAY's Natalie Morales about her controversial article in The Atlantic, which debates whether women can juggle high-powered careers and be good mothers at the same time.

Women can have it all if they fight for what they need.

That was the message that came from a powerful woman who sparked a national debate last week about women and their success in the workplace and as mothers.

Anne-Marie Slaughter, a former U.S. State Department official and now a Princeton professor, spoke about her The Atlantic article, ?Why Women Still Can?t Have It All?, Monday on TODAY, and wanted to make it clear that her piece was not negative but more of a call to action to women struggling with balancing work and life.

?Women have come leaps and bounds,? she said about the advancements women have made in the workplace, ?but we need another round of change.?

Working mothers, she continued, make it to a point in their career where they?re beginning to climb the ladder of success, but then they end up feeling ?unbelievably torn? when family and work responsibilities clash.

Indeed, many women are questioning whether they can really have it all. An informal poll taken last week in an article about Slaughter?s story and the controversy that ensured, asked ?Do you think women can have it all?? found only 11 percent of the nearly 4,000 respondents felt it was possible, compared to 48 percent that offered a resounding ?no? to the question.

But in a sign of hope, 41 percent voted: ?Maybe, when the workplace changes.?

And it?s change Slaughter wants to see.

?We need to be honest about how hard it is,? she said about the first step women need to take. And secondly, she stressed, ?you have to ask for what you need. If you need to work from home, ask for it.?

In the end, she added, it?s all about a serious ?desire for change.?

Change needs to happen on a larger scale as well, maintained?Debra L. Ness, president of the National Partnership for Women & Families.?

"Most of America?s women and their families are confronted on a daily basis with the fact that ?having it all? is still a distant dream, and we know that it will not get better until our workplaces are family friendly," she said. "We need policies like paid sick days and paid family and medical leave for all workers, and all workers need the flexibility to be caregivers and breadwinners for their families."

Slaughter's article, she added, "should be a call to action for employers and lawmakers to finally address the growing demand for workplaces that meet the needs of 21st century families."

Abu Dhabi fund sees potential despite uncertainty

(AP) ? The Abu Dhabi Investment Authority believes the world economy offers opportunities for it and other patient investors, despite an uncertain outlook, the government-run fund's managing director said in a report released Monday.

ADIA's 2011 annual review shed little new light on the operations of the world's largest sovereign wealth fund. But the comments from Managing Director Hamed bin Zayed Al Nahyan suggest the tight-lipped fund remains guardedly optimistic about a recovery in economic growth.

"Despite facing undoubted short-term risks, the global economy offers many exciting and important opportunities. Economic growth each year is advancing millions of people out of poverty and into more active participation in the global economy," he said.

The managing director, a member of the emirate's ruling family, suggested that investors such as ADIA can help fuel economic advances by pumping cash into stocks, bonds, hedge funds and other investments.

"As a long-term investor, we see ourselves ... as providers of this necessary capital, with the advantage of patience and the ability to ride out dips in the economic cycle," he said.

ADIA has generated an average return on its investments of 6.9 percent annually over the past 20 years and 8.1 percent annually over the last 30 years, according to the 2011 report. That compared with annualized returns of 7.6 percent and 8.1 percent over similar periods through the end of 2010.

ADIA did not provide financial data for 2011 alone, making it difficult to deduct how its investments fared over the past year.

The fund, the biggest of several Abu Dhabi uses to manage its oil wealth, is chaired by the emirate's hereditary ruler, Sheik Khalifa bin Zayed Al Nahyan.

Abu Dhabi is the capital of the United Arab Emirates, OPEC's third-largest oil exporter. It controls nearly all of the federation's oil reserves.

ADIA and other sovereign wealth funds agreed on a voluntary set of principles in 2008 calling for greater openness by the pools of government-held wealth. The move was aimed at countering concerns, particularly in Western countries, about the funds' growing size and perceptions that their investments could be politically motivated.

This is the third year that ADIA has released an annual report.

ADIA has repeatedly said it does not want to play an active management role in companies it buys into, investing solely on economic terms.

While big-ticket purchases such as its $7.5 billion investment in Citigroup Inc. in 2007 make occasional headlines, many of ADIA's investments are more mundane.

About 80 percent of its assets are handled by outside fund managers, and some 60 percent track established indexes such as the S&P 500, according to its report. It aims to keep 35 to 50 percent of its holdings in North America, and another 25 to 35 percent in Europe.

The fund does not release the size of its assets.

The U.S.-based Sovereign Wealth Fund Institute ranks ADIA as the largest such fund, with assets under management of $627 billion. That puts it ahead of government funds in Norway, China and Saudi Arabia.

Other estimates of its holdings have ranged from less than $400 billion to $875 billion and beyond.
